Outgoing Chair’s Message (Robert C. Little) The
year as chair of RPSD has gone by quickly.
Much of the Division's activity during that year is reported elsewhere
in this Newsletter. I would like to
summarize here some of the high-priority activities of the Society during the
past 6 months. One
of the highest priorities of President Kadak during his term was to develop
support for an advanced generation of nuclear power plants. An international
workshop was convened in January by the DOE.
The ANS Board of Directors passed a resolution in March supporting
early deployment of Generation IV nuclear power plants, defined as plants which
are "smaller, modular, cost competitive, proliferation resistant and
have improved safety levels over current nuclear plants." As a society, ANS also provided testimony to Congress on the proposed FY01 budget. This testimony was developed partially based on input from Divisions, including RPSD. Recently, the ANS sent a letter to DOE discussing issues associated with Accelerator Transmutation of Waste. Spurred on by the leadership of John Graham, ANS has been updating its Public Policies, including one on Space Nuclear Technology, revised on behalf of RPSD by Robert Singleterry. (By the way, there were several sessions on this topic at the San Diego meeting, and an effort is underway to form an ANS Technical Working Group on Space Technology.) All
of the information talked about above is available on the ANS web site, at
www.ans.org. The recently updated
site includes news, public information, position statements, and more. I encourage you to visit the site and
provide feedback on its content. Before
moving to other topics, I would like
to pass along the strong sense that ANS HQ realizes that technical expertise
exists in the Divisions. HQ wants to
be able to call on Divisions when needed for technical input for position
papers, policy statements, high-visibility issues (the criticality accident
in Japan, for example), etc. As
Division members, we all must take initiative and responsibility for
providing necessary technical input to HQ.
Moving on to RPSD topics, I would like to announce the results of the
recent election. Laurie Waters is out
new Chair, Laurence Miller was elected Vice Chair / Chair Elect, Dave Court
was elected Secretary, and John Bennion was elected Treasurer. New members of the Executive Committee are
Peggy Emmett, Kimberlee Kearfott, and Stan Anderson. Congratulations to all! __________________________________________________________________________________ Report on Blizard Scholarship Activities For CY2000 John Poston, Nolan Hertel, and Dan Ingersoll reviewed fifteen candidates for the Blizard Scholarship. The committee was very pleased with this turnout, not only since it was the largest number of applications ever reviewed, but also because five different universities were represented. Based on an established review process, we selected a first choice and two alternatives. The top candidate was apparently selected for higher paying ANS scholarship, so this year's Blizard Scholarship goes to our second choice: Christopher S. Melhus at the Massachusetts Institute of Technology. Christopher received his BA in Physics from Reed College in 1997 and served as Associate Director of the Reed Reactor Facility. At MIT, he is working toward a PhD in Nuclear Engineering with an emphasis on health physics and personnel dosimetry. He will receive the $3000 award at the beginning of the fall semester. __________________________________________________________________________________ Treasurer's Report: The division's finances remain in good order as I leave office. Actual expenditures in 1999 were $3012, leaving an excess of $4911 to start 2000. The approved budget for 2000 shows an excess of $2009. However, with the current projected expenditures in 2000, the division should have an excess of $2971 at the end of the year. This does not include any income from the upcoming topical meeting in September. $2000 is being donated to the endowment for the Blizzard scholarship, and $500 has been allocated for student support at Los Alamos. The executive committee voted to allot this money to assist the students who lost their technical libraries in the fire. It is our hope that we can replace some of the lost textbooks and references. The actual method by which we will provide the money or texts is to be determined by the incoming chair. |

Speaking of elections, my most important
responsibility to the Division over the next year is to develop a slate of
candidates for next year's election.
Please contact me with suggestions – yourself or others. We rely on people who are committed to
serving the Division. This is true
not only of our elected officers, but also of volunteers on various
committees. Please contact the folks
listed as heads of our standing committees (Standards, Program, Honors &
Awards, Membership, and Benchmarking) and get involved! The RPSD 2000 Topical in Spokane is almost upon us. I would like to congratulate the Local Organizing Committee for their efforts in arranging a meeting which is extremely promising. I hope to see many of you there. Registration materials are included in this newsletter. I also want to start advertising the next RPSD Topical meeting, which is planned for April 2002 in Santa Fe, NM. Thanks to everybody for their support over

and her team over the upcoming year! Incoming Chairman’s Message (Laurie Waters) My thanks to Bob Little, the officers,
executive committee and committee chairs for the past year. Welcome to our
incoming officials, and we hope to see a large part of our membership at the
RPSD 2000 Topical. This is a joint meeting with the Health Physics Society,
and we currently have over 150 papers scheduled for presentation. Jess
Greenborg and the program and organizing committees have done an outstanding
job. This coming year presents great opportunities
for expanding our division membership and increasing the visibility of our
field through activities such as providing
subject experts for the ANS. We also encourage participation in standards
committees and benchmarking activities. We invite everyone to participate in
the upcoming Topical, where you can catch up on the latest developments in
the field, and also become involved with our division programs. Thanks very
much for your support, and don’t hesitate to let your officers and board know

The prestigious ANS Standards Service Award has been awarded to Bill Hopkins, our RSPD standards liaison. Announcement of the award was given at the San Diego meeting. Congratulations to Bill, and thanks for all of your excellent work!
Program Committee News (David R. Anderson) 2000 Annual Meeting, San Diego, California, June
4-8, 2000
The Annual Meeting was held at the
Town and Country Hotel and Convention Center in San Diego along with two
embedded topical meetings and several professional development workshops. I received two Shielding papers for review
at the paper review in Chicago. Both
papers were accepted. RPSD has no
sessions at the meeting so I was able to place both papers in sessions hosted
by the Isotopes and Radiation Division.
The Program Committee meeting was held June 5th, from
4-6pm. RPS 2000 - RPSD Topical Meeting, Spokane,
Washington
The 2000 Topical meeting is
scheduled for September 17-21, 2000, in Spokane, Washington, and is hosted by
the Eastern Washington Section. The theme of the meeting is “Radiation
Protection for Our National Priorities: Medicine, the Environment and
Legacy.” Jess Greenborg is the
General Chair of the meeting and Jennifer Tanner is the Technical Program
Chair. The meeting is being organized
jointly with the Health Physics Society.
I hope everyone will make plans to attend as it promises to be a very
worthwhile event. There are a number
of professional development classes and workshops available during the
meeting, and HPS credit is planned for them.

Santa Fe, New Mexico
Two proposals for hosting the 2002
RPSD topical were presented to the RPSD Program Committee during the 1999
Winter Meeting in Long Beach. Kevin
O’Kula from the Savannah River Section and Tom Hirons from the Trinity Section
both brought excellent proposals. Following the proposals, the Trinity
Section was chosen by the Program
Committee as the host organization.
The tentative date for the meeting is April 14-17, to be held at the
La Fonda Hotel in Santa Fe. Thanks to both Kevin O’Kula and Tom Hirons and to
those from both local sections who contributed to the proposals for the hard
work involved. 2000 Winter Meeting,
Washington, DC, November 12-17, 2000
The Winter Meeting will be again be
held at the Wardman Park Marriott in Washington, DC. The Call for Papers is issued. One item
that did not make it into the CFP is that authors are encouraged to submit
full papers for possible review and publication in one of the ANS journal publications. The full papers would be submitted at the
Winter Meeting. RPSD has a number of
sessions planned including three special sessions. The sessions and their numbers are as follows, with the three
special sessions listed first: 2n - Glove Boxes: Shielding Analysis and Dose Assessment (Session Organizer-RT Perry) 5.2g - SKYSHINE Evaluations and Methods Development (Session Organizer-Dom Napolitano) 8j - Radiation-Based Non-Destructive Techniques &

Operational Radiation Protection If you are interested in any of these topics,
especially the special sessions, please consider submitting a summary and
possibly a full paper. Contact the
special session organizers for more info.
The unusual numbering of sessions is due to the organization of
sessions into tracks, rather than by divisions. The tracks are made up of topics on similar themes, and are to
be organized so that the attendees can follow a common subject though the
meeting. Since the shielding topics
are divided among several tracks, I also want to ensure that we don’t have
shielding sessions that conflict with each other. I would appreciate feedback after the Winter Meeting on your
opinion of how this organization of sessions worked for you. Please contact me at any time. I will make our views known to the
National Program Committee. Electronic Review
I have had a good response to my
request for names of people willing to review papers. You’ll be hearing from me as soon as
papers for the Winter Meeting start coming in. The papers will be placed on a web site in PDF format and
comments are entered while accessing the web site. At the Paper Review meeting in
Chicago in early March, ANS Headquarters gave us a presentation on the
proposed ANS electronic paper review process, to be instituted next
summer. It’s run by the organization
“Community of Science” which sets up and administers web based peer review
processes for scientific organizations. The review tools are highly
customizable to adapt to an organization’s review requirements and the
process is completely administered for us.
We were provided with ID’s to a test site that we could experiment
with to check out the features. This
will be a great improvement in the way paper reviews are done, and much less
work for the individual divisions’ program committees. Meeting Schedule
