Others present: Jess Greenborg, R. T. Perry, John Zino

Minutes of the Winter Board 96 meeting were approved.

Presentation of Best Paper Award for the 1995 to Mark DeHart was done by Nolan
Hertel.

Chairman Report
ANS voted not to renew membership in NCRP. Hertel said however that the
membership has been reinstated. The division should continue to nominate
representatives to NCRP.

Vice Chairman Report
The newsletters did get out, but with a little delay. Nominations for the NCRP were
also made (Faw and Tsoulfanides).

Treasurer's Report (Attachment I)
Bryan Broadhead was unable to attend, but submitted the report (Attachment I). An
additional allotment for student support to national meetings ($200) is included in the
budget. An amount of $1000 is expected from the Cape Code 96 Topical. There was
a question as to whether RPSD should pay the Best Paper Award. The committee felt
that the local section sponsoring the topical should be responsible. The budget was
approved.

Program Committee (Attachment II)
Since the program committee met before the meeting with most members present, the
attachment should speak for itself.

Honors and Awards (Attachments III and IV)
Bob Little reported for Bill Urban. Item 1 of the attachment was approved. The
incoming chair, John Poston, will write a letter of appreciation to Bill Urban.

Nominees for Technical Excellence and Distinguished Service were presented for
voting. The Technical Excellence Award goes to Bob MacFarlane. The Distinguished
Service goes to Peggy Emmett.

It was moved and seconded that all authors of papers nominated for Best Paper Award
receive a citation via a letter of appreciation from the Chair..

Membership
Twenty seven new members were added to RPSD. Letters of welcome will be sent by
Jennifer Tanner. She will also include the new officers list in her letters.

Nominating Committee
Nolan Hertel is requesting suggestions for nominees.

Standards (Attachment V)
ANS6.6.1 will be chaired by Nick Tsoulfanides. Ray Klann will chair ANS6.3.

Benchmark
Bob Roussin said that the SINBAD benchmark database is moving along. The NEA
(Nuclear Energy Agency) is working with RSIC on this project. Benchmarks continue
to be added. The program is PC-based.

Old Business
WWW server (Attachment VI) information is requested by ANS. RPSD has already
provided the information through its WWW page
(http://epicws.epm.ornl.gov/ANS.html).

Blizard Scholarship
The award was given to the same person who got it last year. A new policy needs to
be laid out. Ingersoll requested that the award should be a `one-time' category.
