1. Call to Order
The meeting was called to order at 6:00 PM, November 11, 1996.
2. Consideration of the agenda (Attachments #1 & #2)
No additions or changes to the agenda were proposed.
3. Secretary's report - Approval of minutes from previous meeting
The minutes from the Reno Executive Committee Meeting of June 17, 1996
were approved as distributed.
4. Presentation of Division Awards
Peggy Emmett was awarded a Distinguished Service Award, and
congratulations are offered. Her certificate will be delivered shortly.
Robert MacFarlane, Los Alamos Group T2 has been awarded a Distinguished
Technical Service Award.
5. Chairman's report - Posten (jwp8890@acs.tamu.edu)
Sunday morning ANS President Miller called a town hall meeting of
Division chairs and board members. Among the topics covered were:
* ANS Standards Activity
* Professional Division Representation - At the RENO Professional Divisions meeting a
resolution that each division be represented on the Board of Directors was presented (this
would involve 18 places on the Board). Rejection of this proposal has caused much
discussion concerning the gulf between divisions and the Board of Directors.
* The Public information budget has been cut subsistence levels - Much information is made
available for free, especially to universities. Information is quite old, volunteers are
needed for updates. Gene Cramer is the contact on this.
* President Miller has been asked to formulate and Integrated Energy Policy statement.
* ANS revenue is falling, less than $6M projected for next year. - declines are seen in
attendance at meetings, in membership (particularly for women), and in publication
subscriptions
6. Chairman-elect's report - Greenborg (jess_greenborg@llnl.gov)
The Spring newsletter will be issued before the summer meeting.
Committee chair reports are needed, if not in yet, you will be contacted. Newsletters are
traditionally published by the ANS, however Internet publication should be investigated.
There is no standard format for Division newsletters; standardization should be
encouraged.
7. Treasurer's report - Broadhead (bub@ornl.gov) (Attachment #3)
$27,000 was made at the Cape Code meeting, the division share is
$2,700, and it is recommended that the local section contribute $1,000. Final
distributions are still being made, and the final report is being written.
A presentation by the Student Activities Committee was made, requesting
support for student attendance at ANS Meetings. (Attachment #4). We have $600 budgeted for
student support. The Education & Training division has reduce the number of student
conferences from 3 to 2 in 1997, Penn State (Apr 3-6), and Rolla, Mo. (Mar 27-29). It is
requested that we continue our 3-conference level of support, but divide it between the
two scheduled for 1997. A motion was made and seconded that the budgeted $600 be split
equally between the two student conference. Motion passed unanimously.
Another possible source of funds for students would be to take some
from the budged expense for newsletters. A motion was made and seconded that we take $200
of the $500 budgeted item for newsletter expenses and commit this to the Washington
meeting for student support. The motion passed unanimously.
8. Standing Committee Reports
* Program - Klan
The Technical Program Committee Report and membership list was presented (Attachments #5
& #6)
A meeting of the Program Committee was held on Nov. 11th immediately preceding the
Executive Committee Meeting.
* Honors and Awards - Momeni
Bill Urban is recognized with thanks for his 10 year's service. Bill and Mike Momeni are
making revisions to the awards manual. Keith Spinney needs signatures on the best paper
award.
* Membership
John Posten has written personnel letters to 16 new members. There will be a phonathon at
the Orlando meeting to contact members who have recently quit ANS; volunteers are needed
to help with this effort.
Nolan Hertel has been nominated for membership on the ANS Board of Directors.
* Nominating - Hertel (Attachment #7)
The 1997-1998 Slate of Candidates for the RPSD is attached. A motion to accept the slate
was made, seconded, and passed unanimously.
* Standards - Bill Hopkins, Liaison
Activities on various ANS standards of interest to RPSD were presented:
6.1.2 (Neutron & Gamma-Ray Cross Sections for Nuclear Radiation
Protection Calculations for Nuclear Power Plants) Roussin, draft ready,
running through ANS 6 through vote
6.3.1 (Program for Testing Radiation Shields in Light Water Reactors
(LWR)) Klan; Shielding surveys underway, go for reaffirmation with
update in 5 years
6.4 (Guidelines on the Nuclear Analysis and Design of Concrete
Radiation Shielding for Nuclear Power Plants) Kanzy; Calculational
methods for shielding power plants have been revamped, approved by ANS 6, and N17 at ANSI
level
6.4.3 (Gamma-Ray Attenuation Coefficients and Buildup Factors for
Engineering Materials) Dave Trouby; A chair is needed for the buildup
factor study.
6.6.1 (Calculation and Measurement of Direct and Scattered Gamma
Radiation from LWR Nuclear Power Plants) Gamma skyshine study underway,
go for reaffirmation,
6.6.2 (Neutron skyshine) Mike Westfall; Topic at a standstill for last
5 years, no verification of expected neutron skyshine currently available. The Nevada test
site is under investigation for such a study, all depends on DOE funding
* Benchmarks - Bob Roussin, Liaison
Shielding benchmarks are being prepared for inclusion in the SINBAD data base. A
collaboration with the NEA data bank on other benchmark activities is underway. All
information will be made available to RSIC
* Blizard Memorial Scholarship - Ingersol
$14,902 is currently available (the lowest of all ANS scholarships). The fund needs
building up. A discussion followed as to whether to give the scholarship twice to the same
person.
9. Old Business
* WWW RPSD Page Update - Kirk
A discussion of what to include on a RPSD Web page was held, such as the slate of
nominees, and the newsletter.
* NCRP Nominees - Posten
Nick Tsoulfanidis was nominated, it is assumed he was not elected although no formal
notification has been received. RPSD needs a representative, and should keep trying. A
motion was made that to nominate Nick Tsoulfanidis for NCRP representative. Discussion: We
should encourage this as a regular function of the RPSD. Motion was passed unanimously.
John Posten will nominate Nick as an individual, and prepare a letter for NCRP for Jess
Greenborg to sign
10. New Business
1. Nuclear Technology - Tsoulfanidis -
There will be a new editor of Nuclear Technology in June 1997, who needs support. Editors
are needed to work with the topical groups, especially for special editions.
2. Regional Student Conferences - Tsoulfanidis/Posten
Information on the 1997 Midwest Regional Student Conference was discussed (Attachment 8).
3. Accelerator Applications Division - Waters
Laurie Waters gave a presentation on the formation of an ANS Accelerator Applications
Working Group. A motion was made and seconded to support the formation of the Accelerator
Applications Technical Working Group. The success of the recent Denton Texas accelerator
conference was noted. The new working group is an attempt at ANS diversification. Motion
passed unanimously.
4. Update on Nuclear Safety Division - Greenborg
The proposal for a name change for the Nuclear Reactor Safety Division was presented. A
motion was made and seconded that the Nuclear Criticality Safety and Nuclear Reactor
Safety Divisions be combined and renamed the Nuclear Safety Division.
Discussion: It was noted that these systems are basically different, involving small
strong communities. The motion was withdrawn.
Another motion was made and seconded that RPSD not approve the name change since it is too
broadly based. Instead we recommend consideration of the name 'Nuclear Systems Safety' to
reflect an emphasis on engineering systems. Motion passed unanimously.
