November 14, 1994Members present: Lee Carter, Nolan Hertel, Bernadette Kirk, Stephen Ostrow, John Poston, Robert Little, Robert Roussin, Bill Hopkins, Bill Urban, Peggy Emmett , Dick Cacciapouti, Dan Ingersoll, Jess Greenborg, Keith Spinney, Ray Klann Meeting was called to order at 6:00PM. Minutes: Minutes from the June 94 New Orleans meeting were approved. Chairman's report: National wanted to charge $100 per person for topical. Lee Carter voted against the raise . Results have not been received. NRC wants to prepare an Environmental Impact Statement. Lee Carter wants an RPS member to review the document. RPS was asked to state the division's objectives in the ANS brochure. Lee Carter wrote a short summary. (Appendix A) Lee Carter is concerned with the Standards Committee. The suggestion is to have an official standards liaison, rather than a formal RPS committee. At one time, there was ANS 6.2.1 headed by J. Celnik. Bill Hopkins agreed to be liaison for the division. In San Francisco meeting, there was discussion on benchmarks. Bob Roussin is handling this activity, unofficially. According to the by-laws, this is a special committee. Ray Klann is now Program Chair. Bob Little is outgoing chair. Ken Shultis' position in Honors and Awards is being filled in by Bill Urban. Jennifer Tanner is chair of membership. Bill Urban is also chair of the nominating committee. A motion was moved and passed to accept the chairmen as listed. Student support for national meetings needs to be continued. National Council on Radiation Protection involvement is solicited. Nolan Hertel's name was submitted. John Poston and Charlie Eisenhower have been involved with NCRP in the past. Apparently, it takes several iterations for individuals to get in NCRP committees. Early planning needs to be done. ANS Policy statements were received by Lee Carter. The handouts were passed around for review. DOE EM-3 funding to RSIC has been cut. Bob Roussin said that specific individuals funded by EM need to respond on their own. The new ANS vision is out. A lot of concern has been expressed. The key item of the mission is for ANS activities to benefit humanity. Jess Greenborg was awarded the 1994 ANS/RPS Professional Award. Eugene Normand was awarded the 1994 ANS/RPS Distinguished Service Award. Vice-Chair Report: The newsletter has been distributed. A news note to ANS News will be submitted by Nolan Hertel. Any items of interest from RPS can be submitted to ANS News through Nolan. Treasurer's Report: Dick Rubin's report was distributed. Rubin was not able to attend meeting. The division financial standing is in good shape. (Attachment B ) The proposed 1995 budget was discussed. Peggy Emmett said that the budget was approved with recommended changes at the June 1994 meeting. The report was approved. Secretary's Report: The new list of executive committee members is out. Corrections to addresses are requested. (Appendix G) Program Report: Ray Klann passed copies of his report. (Appendix C). The 1995 Summer Meeting will as usual not be supported. For the winter 1995 meeting, there are 3 proposed sessions. The site is San Francisco. Paper reviews for SF will be in July. Preliminary meeting cost for the 1996 Topical is set at $325.00 per person. This will include lunches. Spouse fee will be $50.00 plus $45.00 for the banquet. Dick Cacciapouti is handling the arrangements for the 1996 topical. Allocation for profits will be 50% for National, 40% to ANS Local, and RPS is 10%. The form has been signed. Dan Ingersoll suggested that the Local section donate some money to the Blizard scholarship. Honors and Awards: Bill Urban is now Chair. There is no report. The manual probably needs to be updated. Membership: ANS had a big membership drive recently. About 1000 new members applied. Jennifer Tanner is writing the new members a letter of welcome. The division has about 2000 members and this number has been fairly constant. (Appendix F) Nominating Committee: The new officer slate is out. Tanner (National Laboratory) Tony Gabriel (National Laboratory) Dominique Napolitano (Industry) John Zino (Industry) Tom Blue (University) Ken Shultis (University) The slate was approved. Standards: There will be a meeting of ANS 6.1. ANS 6.4 is being revamped. The Skyshine Standard is being handled by an NRC employee. The standard for Spent Fuel Cask is put on hold, pending on DOE decision. Benchmarks: Bob Roussin said that Oak Ridge is developing a database for Shielding Benchmarks. Experimental and computational benchmarks will be included. Dan Ingersoll's project originally supported the work, which is now an RSIC activity. It involves the Europeans also (through Enrico Sartori of the OECD/NEA). OLD BUSINESS: ------------- Blizard Scholarship: Dan Ingersoll passed a report (Attachment D). A total of $9352 has been received. The target is $20,000. A donation form is also available (Attachment E). More advertisement needs to be done to generate needed contributions. John Poston suggested that the award be granted as an incentive to potential contributors. A motion was made that the existing RPS allocation of $1000 for Blizard be used for the first award in 1995. The motion was passed. John Poston and Nolan Hertel agreed to oversee the selection of the candidate. Health Physics Liaison: No report. ANS Mentoring Program: The ANS mentoring program was brought to attention. Lee Carter wanted to know if the division is interested in supporting the program. I-teams: Reports will be submitted by the I-teams. A survey has been made with regard to improving membership and governance and other items. NEW BUSINESS: ------------- The Soviet Union has a facility where employees were exposed to radiation. Data on these are available for studies. Dose rate calculations need to be determined and analyzed. There is an opportunity for individuals in the U.S. to be involved. Suggestions are being solicited. Genevieve Roesler was suggested. She is now retired from the University of Florida. Bruce Napier ,Kathy Higley, Peggy Emmett, Jennifer Tanner, Jack Fix were also suggested. Dick Cacciapouti wanted to know if the Spring Newsletter will be published. Lee Carter said the Fall Newsletter will be next year's publication. The concern was to advertise the 1996 Topical in the newsletter. Bob Roussin said that RSIC can make the announcement early through the RSIC Newsletter. Date and Time of next meeting will be at the ANS Summer Meeting in Philadelphia. The Program Committee will meet from 4:00-6:00PM, followed by the Executive Committee from 6:00-8:00PM.
